Where Chocolate and Candy Are Made in China: A Sourcing Guide for Importers

In short

Much of China's export candy and chocolate comes from regional clusters, where many factories, packaging and ingredient suppliers sit close together. Anbu Town in Chaozhou, Guangdong, is one of the largest candy clusters; Jieshou in Anhui also has a number of chocolate and confectionery factories. Whatever the region, importers should confirm whether a supplier is a factory or a trading company, and visit or audit before large orders.

Why regions matter

Chinese confectionery is not spread evenly across the country. It is concentrated in industrial clusters, where factories, ingredient suppliers, packaging printers and logistics companies work close together. Clusters make it faster and cheaper to develop new products, print packaging and fill containers.

Examples of confectionery clusters

Anbu Town, Chaozhou (Guangdong)

Anbu Town in Chao’an District, Chaozhou, is one of China’s best-known candy clusters. According to SIAL China:

  • Larger companies (“above designated size”) in the town’s food and supporting industries had sales of 10.7 billion yuan in 2024.
  • Candy exports reached nearly 1.5 billion yuan, about 31% of Guangdong’s candy exports and first in the province.
  • Local firms cover the full chain from raw materials to production and packaging.

Chaozhou and nearby Shantou are known for hard candy, jelly, toy candy and novelty confectionery, as well as chocolate products.

Jieshou (Anhui)

Jieshou, in the north-west of Anhui Province, has a number of chocolate and confectionery factories. AOYUAN FOOD’s factory is located here. Our focus is affordable compound chocolate: gold coins, malt balls, golden crispy balls, shaped chocolate and chocolate cups.

Trading company Buys from several factories and exports Wide range, mixed containers Less control; ask who actually makes the product
B2B platform listing A profile on a marketplace Easy to compare many suppliers Profiles are self-reported; verify claims

  1. Business licence — check the company name and that production is in its business scope.
  2. Food production licence and certificates — in the company’s own name, with valid dates.
  3. Factory visit or live video — see the lines that make your product.
